UK SIGNS MEMORANDUM OF UNDERSTANDING WITH LEBANON

29 Dec 2005

UK signs memorandum of understanding with Lebanon, 23-12-05

Today the Government of the Lebanese Republic and the Government of the United Kingdom (UK) signed a Memorandum of Understanding (MOU) to facilitate the deportation of persons suspected of activities associated with terrorism.

The MOU was signed in Beirut by the Lebanese Minister of Justice Charles Rizk and Her Majesty's Ambassador to Lebanon, James Watt.

The MOU respects the sovereignty and laws of both countries and aims to ensure that the human rights of any person deported are fully protected by the courts and by appropriate monitoring.

This agreement underlines the growing cooperation between Lebanon and the UK in the field of law enforcement.

Copies of the agreement will be placed in the libraries of the House of Commons and the House of Lords.

Notes to Editors

  1. The UK signed similar MOUs with the Kingdom of Jordan on 10 August and with Libya on 18 October.
  2. The deportation would apply to citizens being returned to their country of nationality. Each case would be subject to the laws and proper judicial procedure of both countries concerned.
  3. A monitoring body will be responsible for monitoring the deportee's circumstances following deportation, and the receiving state's compliance with its undertakings. We are in the process of identifying a suitable body, and discussions with the Lebanese authorities are ongoing.
