The Foreign and Commonwealth Office (FCO) has conducted a review of its programme expenditure. The Foreign Secretary wanted to be sure that we were using our resources in the most disciplined and efficient manner possible as well as to identify the £55m of in-year cuts the FCO is making as part of the £6.3bn cuts across government announced by the Chancellor in May. The Foreign Secretary accepted the recommendations of the review team, led by Alistair Burt, Parliamentary Under Secretary of State, and he announced the outcome of the review in Parliament on 29 June.
Subject to the outcome of the Spending Review this autumn for 2011-15, Ministers have agreed the FCO should sustain a scholarships programme and make it more strategic and better targeted. We will substantially refocus it for 2011-12 onwards, ensuring we get best value for the significant investment involved. Meanwhile the scholarships budget is being reduced by £10m to £15.55m in 2010-11.

What is the Chevening Programme?
The Chevening programme, has, over 26 years, provided more than 30,000 Scholarships at Higher Education Institutions (HEIs) in the UK for postgraduate students or researchers from countries across the world.
Largely funded by the Foreign and Commonwealth Office, the Scholarship scheme also receives significant contributions from HEIs and other organisations in the UK, and from a wide range of overseas sponsors including governmental and private sector bodies, with which the FCO or its overseas Posts have partnership agreements.
The programme is managed by the British Council, on behalf of the FCO, both in the UK and overseas.
